The Holly Springs City Council heard a request for the annexation and rezoning of around a quarter acre of land located off Holly Springs Parkway and Riverside Way during its meeting on Monday.
Community Development Director Nancy Moon said a significant portion of this land was annexed previously, with a strip on the south side of the development left to provide contiguity to property located within unincorporated Cherokee County, located on the east side of Holly Springs Parkway, to avoid creating an island. She added that, since that zoning was approved, it has been determined that this section of Holly Springs Parkway belongs to Holly Springs and that this parcel was already an unincorporated island.
The proposal from the applicant, Bernie Smith, PR Turner, LLC, seeks to bring this 10-foot strip into the city so that all of the property is located within the city limits of Holly Springs. He also wishes to have it rezoned from single family residential to traditional neighborhood development.
Holly Springs City Manager Rob Logan said at the Holly Springs Planning Commission in October that the strip of land would be a part of the Turner Village development, would be bound by the same zoning stipulations, and will be owned by the homeowner’s association. He added that the strip is located outside of the lots of the development, and that the developer is planning to plant evergreens within the strip of land.
The next items on the agenda dealt with requests to rezone around 16 acres located off of Marble Quarry Road from neighborhood commercial, to single family residential. The applicant, Darren Biddy, also requested a variance from the regulations of the city’s zoning ordinance and development regulations for this property.
Moon said this property was zoned neighborhood commercial in 1996 to accommodate both residential use, and the operation of a cabinet shop. The family is requesting to rezone the property to single family residential so that it can be subdivided for additional family use, and to allow lot lines to be moved to comply with the single family residential zoning district as to avoid any nonconforming uses that would come with staying zoned as neighborhood commercial.
Logan then presented to the council a list of proposed street names for the new roads in the town center district, which would be named after past mayors of Holly Springs, honoring their service to the city. There would also be a street that leads to fire station 8, with the proposed name of Henry Patrick Drive, named after Henry Patrick, who was a former fire chief for the city’s volunteer fire department.
These requests will be voted on at the next city council meeting at 7 p.m. Nov. 16.
