The Cherokee County Board of Commissioners held two public hearings at Tuesday night’s meeting to obtain public input on the proposed fiscal year 2021 budget and a request for the modification of a zoning condition in the Hickory Flat area.
As the new fiscal year approaches, the board held its public hearing on the proposed budget set to be approved or denied at the Oct. 6 meeting. The presentation given by County Manager Jerry Cooper was the same that Chief Financial Officer Jimmy Marquis gave at the Sept. 1 meeting, detailing the projected increases in revenue and spending, along with the use of reserves to meet the budget’s needs.
“Although we’re planning to use reserves, we have a pretty healthy reserve this year,” Cooper said. “We went into this knowing that we would use reserves to allow no net increase in the millage rate.”
Nobody signed up to speak during the public hearing, and the public hearing was closed with no additional comments heard.
The board also took action on a request from Credit Union of Georgia to modify a condition put in place in 2007 on a parcel of land in Hickory Flat. The land in question sits near the intersection of Georgia Highway 140 and East Cherokee Drive, a site the financial institution was interested in locating one of its branches. County Zoning Manager Michael Chapman said the condition Credit Union of Georgia was looking to have modified would require the building they wish to construct to be similar in terms of materials and general appearance to the Walgreens pharmacy across the street. Instead of going with a brick façade like Walgreens, Chapman said the proposed building would use stacked stone and wooden boards, along with a shingled roof.
“I see no problem with this, because there’s different styles of buildings all around this corner,” Commissioner Ray Gunnin said.
A subsequent motion to approve modifying the condition was approved in a 5-0 vote.
The Cherokee County Board of Commissioners also handled the following:
♦ The consent agenda, which included the purchase of four traffic signal cabinets, the final acceptance of all public rights-of-way, roadways and drainage structures in the Grace subdivision, an agreement with Granite Inliner, LLC to perform pipe video inspection in the Etowah Valley Estates subdivision, the purchase of a Ford F-150 Police Responder truck for the Court Services division of the Cherokee Sheriff’s Office, an amendment with Heath and Lineback Engineers for the State Route 140 at Hickory Road/Batesville Road Intersection Improvement Project, and memoranda of understanding with both Ball Ground and Woodstock to designate the Cherokee County E-911 Center as both cities’ primary Public Safety Answering Point, was approved.
♦ The board presented Cherokee County Fire and Emergency Services with a special proclamation recognizing Oct. 4-10 as Fire Prevention Week.
♦ A Hometown Strong grant from Pilgrim’s in the amount of $250,000 to be used for improvements to Kenny Askew Park was accepted.
♦ An extension to the agreement with Stingrays, Inc. for use of the swim team lanes at the Cherokee County Aquatic Center was approved.
♦ The commissioners approved an update with Rindt-McDuff Associates to the conceptual site model for groundwater monitoring at the Blalock Road Landfill in the amount of $46,175.
♦ An amendment to the agreement with Curb-Tech for concrete services for the public works department, in an amount not to exceed $108,640 annually, was approved.
♦ An amendment to the agreement with CivicPlus regarding website hosting and recreation management software for the Cherokee Recreation and Parks Agency website was approved to extend the agreement for an additional three years.
♦ The commissioners approved proposals for liability insurance premiums for fiscal year 2021 in the total amount of $1.2 million.
♦ Agreements with the Voya company, making it the provider of the county’s 457(b) and 401(a) retirement plans, were approved.
♦ The board approved an amendment with Trinity Services Group to extend the current agreement for food services at the Cherokee County jail for an additional year, with an approximate price decrease of 4.5%.
